What Changed in BPS-2026#
The government did not simply add a percentage to the old minimum. It introduced a new scale by merging two ad-hoc relief allowances into basic pay. The Ad-hoc Relief Allowance 2022 and the Ad-hoc Relief Allowance 2025 were merged into BPS-2026. Those two allowances no longer exist separately for employees under the new scale.
Existing employees were fixed point to point. That means an employee who had already reached several stages above the minimum of BPS-2022 was fixed at the same stage above the minimum of BPS-2026, not restarted at the new minimum. Personal pay drawn beyond the maximum of a scale also continues at the revised rates.
Employees had an irrevocable option, to be exercised within 30 days of the notification, to stay on BPS-2022 or adopt BPS-2026. An employee who did not exercise the option in time was deemed to have opted for BPS-2026.

Annual Increment: How Much and When#
The annual increment is the fixed amount added to your basic pay each year. It is already in the table above. A BPS-5 employee gets Rs 910 a year, a BPS-11 employee gets Rs 1,580, a BPS-16 employee gets Rs 2,720, a BPS-17 employee gets Rs 4,110 and a BPS-22 employee gets Rs 10,470.
The increment is admissible on 1 December each year, subject to the existing conditions. It is not a December bonus. It moves your basic pay one stage up the scale, and it stops when you reach the maximum of your scale. Your office accounts branch can confirm the exact fixation where a promotion, personal pay, an efficiency bar or another service matter affects your case.
Allowances in 2026#
Basic pay is only one part of the monthly salary. These are the allowances the 2026 notification covers. Your department and posting decide which ones apply to you.
| Allowance | Rate from 1 July 2026 | Notes |
|---|---|---|
| Ad-hoc Relief Allowance 2026 | 7% of running basic pay | Subject to income tax; not counted for pension or gratuity |
| Conveyance allowance | Up 50%: BPS 1-4 Rs 2,678; BPS 5-10 Rs 2,898; BPS 11-15 Rs 4,284; BPS 16 and above Rs 7,500 | Revised by a separate notification |
| Disparity Reduction Allowance 2026 | 15% of basic pay as on 30 June 2022 | Only for employees already receiving DRA |
| Ad-hoc Relief Allowance 2023 | Frozen | 35% of BPS-2022 minimum for BPS 1-16, 30% for BPS 17-22 |
| Ad-hoc Relief Allowance 2024 | Frozen | 25% of BPS-2022 minimum for BPS 1-16, 20% for BPS 17-22 |
| House rent and special pays | Frozen at 30 June 2026 level | Percentage-based allowances included |
When someone says government employees only got a 7% increase in 2026, that does not tell the whole story. The 7% is an allowance on the new running basic pay. The new basic scales, the merged allowances, the revised conveyance allowance and the other benefits must be counted separately. You cannot take the BPS-2026 basic pay, add 7% and call that the complete monthly salary.
Basic Pay vs Gross Salary#
Basic pay is the amount in the chart above. Gross salary is basic pay plus the allowances you are entitled to: house rent, medical, conveyance, ad-hoc relief, disparity reduction and any department-specific benefit. Two employees in the same BPS can have different gross salaries because their allowances differ.
Federal pensioners also received a separate update. The Finance Division notified a 7% increase on baseline pension from 1 July 2026. That is a pension increase, not the same thing as the 7% Ad-hoc Relief Allowance 2026 for serving employees.
Is This Chart for Punjab, Sindh, KP and Balochistan Too?#
No. This is the Federal Government’s official BPS-2026 chart. The Finance Division notification covers civil employees of the Federal Government paid from civil estimates and defence estimates. Provincial governments issue their own finance department notifications. They can adopt similar measures, change rates or apply different conditions.
If you are a Punjab government employee, check the Punjab Finance Department notification that applies to you. The same rule applies to Sindh, Khyber Pakhtunkhwa and Balochistan. The BPS names look similar across departments, but the legal figures come from the relevant government’s notification.
What BPS Means for Job Seekers#
Every government job advertisement names a BPS. The BPS tells you the starting basic pay, the annual increment and the maximum the post can reach. It also tells you the level of the post. Our how to apply guide explains the application process, and our documents checklist lists what each job asks for.
| Grade band | Typical posts |
|---|---|
| BPS-1 to BPS-4 | Naib Qasid, Chowkidar, Sweeper, Driver |
| BPS-5 to BPS-10 | Constable, Driver, lower clerical posts |
| BPS-11 to BPS-16 | Junior Clerk, Assistant, School Teacher, Naib Tehsildar |
| BPS-17 to BPS-19 | Section Officer, Lecturer, Assistant Commissioner, Deputy Secretary, Director |
| BPS-20 to BPS-22 | Additional Secretary, Special Secretary, Federal Secretary |
A higher BPS does not only mean more pay. It means a higher post, more responsibility and different eligibility rules. Our age relaxation guide explains the age limits and relaxations that apply by post and province.
Mistakes to Avoid#
- Using an old chart. The BPS-2022 chart is no longer the main scale for federal employees. Use BPS-2026 from 1 July 2026.
- Adding the old allowances on top. Ad-hoc Relief Allowance 2022 and 2025 were merged into BPS-2026. Do not add them again.
- Calling basic pay your salary. Basic pay is one part. Allowances make up the rest of the gross salary.
- Using federal figures for a provincial job. Provinces issue their own notifications. Check the province’s finance department.
- Trusting WhatsApp charts. Old charts circulate after every budget. Check the Finance Division notification. The official notification is on finance.gov.pk.
