A government job in Pakistan is not won by the documents you submit. It is won by the claim you make in the online form — and the documents you can produce later to prove that claim. Almost no recruitment looks at your papers when you apply. You state your qualification, experience, domicile and any quota in the form, sit the test on that claim, and the papers are checked afterwards. That is why strong candidates are rejected late: the claim was accepted, the proof was not.

This guide is the complete checklist. It covers the documents almost every application needs, the ones you need only when a condition applies, when each one is checked, how many copies each commission wants, and the mistakes that get applications rejected at document checking.

The exact list always depends on the advertisement. Build this master file once, then make a smaller case-specific set from the advertisement and the call letter for each post you apply for.

What Is the Documents File?#

Think of it as three files, not one bundle. Carrying everything everywhere is how papers get lost and how the wrong set reaches the wrong stage.

The master file. Your permanent reference file: CNIC copies, domicile, complete education record, experience evidence, recent photographs and every reusable supporting document. Keep it at home, organised in labelled sections — identity, domicile, education, experience and conditional evidence — and keep a secure digital backup of readable scans. Never share your CNIC or certificates through unofficial groups.

The test-day file. Carry only what the test needs: the admission certificate or roll number slip and the original identity document the test instructions accept. Nothing else. The complete interview file does not belong at the test centre.

The scrutiny and interview file. The originals, the photocopy sets and the condition-specific documents named in the latest scrutiny or interview notice — equivalence, registration, departmental permission or quota proof, as your case requires.

When a new advertisement comes out, the order to check is always the same: advertisement first, then any corrigendum, then the portal notice, then the scrutiny or interview call letter. The latest notice wins.

When Are Your Documents Checked?#

Document checking happens in stages, and each stage asks for different papers.

When you apply. The online form is your claim, and commissions treat it as final. FPSC says experience left out of the form cannot be added later. SPSC is the one commission that wants scanned documents with the application, and every one of them must have been issued before the closing date.

On test day. The admission certificate or roll number slip, and your original CNIC. NTS and ETEA also accept a passport, or — if you are under 18 — the original B-form with a Matric certificate bearing your photograph.

At document checking or the interview. Originals are compared with copies, dates with the closing date, and names with your Matric certificate. FPSC checks a day before the interview; PPSC and SPSC check at the interview; KPPSC and BPSC want documents within 15 and 10 days of passing the test; AJK PSC wants attested copies before the interview.

After selection. The appointing department checks your documents, character and medical fitness again. That is when the police character certificate and the medical fitness certificate come in. Shortlisting, passing the test or attending the interview does not prove your eligibility — document scrutiny does.

The closing date decides. Every commission judges eligibility as it stood on the closing date, not on the day documents are checked. Your result must have been declared by then; your domicile must have been issued by then — PPSC alone accepts one applied for before the closing date, with proof — and your experience counts only from your qualification up to that date.

Documents Almost Every Application Needs#

Your own list depends on your answers, but nearly every commission and testing service asks for these:

CNIC, original and valid. Or, if you are under 18, the B-form or Juvenile Card. Your CNIC must be valid and unexpired, and the copies you make from it must be clear enough that every name, date and number can be read.

A domicile certificate in your own name. Of the district in your form — your current residential address does not replace an officially issued domicile. Sindh also wants the PRC (Form-D). AJK PSC’s posts are for State Subject holders. A domicile in your father’s or husband’s name is not your domicile: FPSC rejects it outright, SPSC asks for a domicile “of your own”, and KPPSC wants one issued to you. Apply for your own before the closing date.

Your Matric certificate and every certificate and degree up to your qualification, with marks sheets. Arrange them in order: Matric, Intermediate, then each later qualification, with the transcript, DMC or result card that proves the level, subject, grade and completion date. Your Matric certificate matters twice over — its date of birth is the one every commission uses.

Experience certificates, one per employer, if the post asks for experience. Each one must show the employer, your designation, the exact dates, the nature of the employment and your duties. Experience counts only after the prescribed qualification, and only up to the closing date. The advertisement may require a prescribed format or post-qualification experience specifically.

Departmental permission (NOC or DPC) if you are a government employee. Federal, Punjab and Khyber Pakhtunkhwa rules require written permission before you apply. FPSC wants the DPC’s number and date in the online form; PPSC accepts it at the interview; KPPSC and BPSC ask for it with your documents after the test.

An HEC or IBCC equivalence certificate for a foreign degree, O / A levels or a religious-board sanad. HEC and IBCC cover different qualification levels — HEC for higher-education degrees, IBCC for school-level qualifications. Start this early: HEC publishes no processing time, and the commissions give you only days to submit documents after the test.

Proof of any quota or relaxation you claim, photographs, the call letter and a printout of your online form. Keep the submitted application, tracking number, fee or payment record, admission certificate, scrutiny notice and interview call letter. A screenshot is less useful than a readable downloaded or printed record. Photographs must be recent and passport-size, in the quantity and format the authority states — not an old photograph or a mobile selfie.

Documents You Need Only When a Condition Applies#

Conditional papers support a particular claim. Include them only when the post, quota, qualification, employment status or recruitment stage makes them relevant.

  • Equivalence certificate. When a foreign, differently titled or non-standard qualification must be formally compared with the advertised qualification. Use the authority named in the recruitment instructions.
  • Professional registration. Engineers, doctors, nurses and other regulated professionals may need a valid registration, licence or membership from the body named in the advertisement.
  • DPC or NOC. A serving government employee may need prior departmental permission, an NOC, or an application through the proper channel in the required format and timeframe.
  • Quota or category proof. Disability, minority, women, regional, employee-child or another claimed category may require a certificate issued by the competent authority.
  • Technical evidence. A driving licence, typing certificate, trade certificate, research publications, portfolio or another supporting record may be required for a particular post.
  • Name or record correction evidence. If names, parent details or dates differ across documents, obtain the correction or the supporting evidence the recruiting authority accepts — before scrutiny, not at it.

How to Prepare Your Documents, Step by Step#

Start the day you apply, not the day the call letter comes. Several of these take weeks.

  1. Read the advertisement’s conditions for your post: the qualification, the domicile it accepts, the age limit and the closing date.
  2. Check that your name, father’s name and date of birth match exactly on your CNIC, Matric certificate and degree.
  3. Check the dates: your result, domicile and any certificate you rely on must be on or before the closing date.
  4. Start what takes time now: equivalence, a domicile in your own name, departmental permission, board or university verification.
  5. Ask each employer for an experience certificate in your commission’s format, with exact dates and duties.
  6. Fill the online form exactly as your documents read, and print it.
  7. Copy from your originals, check each copy against its original, and have them attested as your commission asks.
  8. Put everything in your checklist’s order and tick each one off.

Originals, Photocopies and Attested Copies#

Every body wants the originals at the final check. What differs is the copies. “Attested” here means signed and stamped by an officer — not HEC attestation. HEC says its attestation has nothing to do with recruitment, and FPSC and PPSC do not ask for it.

BodyWhat it asks for
FPSCTwo sets, each copy attested with the officer’s signature and a stamp showing the officer’s name
PPSCTwo sets of photocopies at the interview for posts up to BS-18; two attested sets by the closing date for BS-19 and BS-20
KPPSCAttested copies with its Documents Submission Proforma — or unattested ones with an affidavit that they are genuine
SPSCScans with the application, then one set attested by an officer of BPS-17 or above at the interview
BPSCOne set verified by the issuing board or university and attested by a gazetted officer
AJK PSCAttested copies before the interview, and the originals with one set a day before it
NTS, PTS, OTS, ETEAThe department’s advertisement decides

Do not assume every photocopy must be attested, and do not attest everything automatically. Prepare only the number of attested or plain copies actually requested, in the order the notice asks for, and submit them by the deadline it states.

How Commissions Check Your Documents#

Three comparisons decide whether your file passes. Originals are compared with copies — FPSC rejects photocopies that differ from the originals, and SPSC rejects documents that look tampered with. Dates are compared with the closing date — your result, your domicile and your experience are all judged as they stood on that date. Names are compared with your Matric certificate — the name, father’s name and date of birth on your form must match your Matric certificate exactly.

That is also why the advertisement matters more than any checklist. It states the qualification, the domicile, the age limit and the closing date for your post, and it is the document the commission checks you against. Where an advertisement says something different from a guide, the advertisement is right.

Why Applications Are Rejected at Document Checking#

From the commissions’ own lists — FPSC’s major parameters of rejection, PPSC’s grounds of rejection and SPSC’s rejected and deficient applications:

  • The result was not officially declared by the closing date.
  • No domicile of your own, or not of the district or province the post is for.
  • A government employee without departmental permission, or whose permission was refused.
  • Photocopies that differ from the originals, or documents that look tampered with.
  • Experience too short, not relevant, from before the qualification, or not properly certified.
  • No equivalence certificate for a foreign or equivalent qualification.
  • Over or under the age limit by even a day, or no proof of the date of birth.
  • Documents not sent in time — KPPSC gives 15 days after the test, BPSC 10.

Lost or Wrong Documents#

If your name or date of birth differs between documents, correct it before you apply. Commissions go by your Matric certificate and check your form against your documents. SPSC treats a mismatch as a deficiency, and HEC will not attest documents that differ from your CNIC. NADRA changes a date of birth only on a Union Council, Cantonment Board or CDA birth certificate, so start the correction there and allow time for it.

If your result is not yet declared, you usually cannot apply. FPSC, PPSC, SPSC and BPSC refuse an application whose result was not officially declared by the closing date, and KPPSC counts only the qualification held on that date — unless the advertisement itself admits result-awaited candidates.

If a document is missing, start the replacement now, not after the call letter. A domicile in your own name, an equivalence certificate and departmental permission all take time. HEC publishes no processing time for equivalence, and the commissions give you only 10 to 15 days to submit documents after the test.

If your copies no longer match your originals, make fresh copies. Photocopies made from an old version of a document — one that has since been corrected or reissued — will not match the original at scrutiny, and the mismatch is treated as a deficiency.

Common Mistakes to Avoid#

  • Relying on a domicile in your father’s name. FPSC rejects it outright.
  • Photocopies made from an old version of a document, so they no longer match the original.
  • Counting experience from before the qualification, or private-sector experience without proof that the firm was registered.
  • Waiting for the call letter to apply for equivalence or verification. HEC publishes no processing time, and BPSC gives 10 days, KPPSC 15.
  • Submitting a degree without its transcript, DMC or result record when the authority asks for the complete educational record.
  • Using unclear scans, cropped pages or photocopies whose names, dates, stamps or signatures cannot be read.
  • Assuming that every photocopy must be attested, or using the wrong attestation method, instead of following the exact notice.
  • Claiming experience that the certificate does not support with exact dates, job status and relevant duties.
  • Sending original documents by ordinary post when the authority requested copies or a different official submission channel.
  • Believing that a test slip, shortlisting message or interview call permanently proves eligibility before document scrutiny is complete.

Frequently Asked Questions#

What documents are required for a government job in Pakistan?

Nearly always your CNIC, a domicile in your own name, your Matric certificate and every certificate and degree up to your qualification with marks sheets, and photographs — plus, where they apply, experience certificates, departmental permission, an equivalence certificate and proof of any quota. The official advertisement and the recruitment-stage notice determine the final list.

How many attested copies should I bring?

It depends on the body: FPSC two attested sets with the originals; PPSC two sets of photocopies for posts up to BS-18; SPSC one set attested by a BPS-17 officer; BPSC one verified and attested set; KPPSC attested copies with its proforma. For a testing service, the department’s advertisement decides. Prepare only the number stated in the latest scrutiny or interview instructions for your case.

Can I apply if my result is awaited?

Usually not. FPSC, PPSC, SPSC and BPSC refuse an application whose result was not officially declared by the closing date, and KPPSC counts only the qualification held on that date — unless the advertisement itself admits result-awaited candidates.

Is a domicile in my father’s name accepted?

Not as your domicile. FPSC rejects one in the father’s or husband’s name, SPSC asks for a domicile “of your own”, and KPPSC wants one issued to you. Apply for your own before the closing date.

Do government employees need an NOC to apply?

Yes. Federal, Punjab and Khyber Pakhtunkhwa rules require written permission. FPSC wants the DPC’s number and date in the online form; PPSC accepts it at the interview; KPPSC and BPSC ask for it with your documents after the test.

What if my name or date of birth differs between documents?

Correct it before you apply. Commissions go by your Matric certificate and check your form against your documents; SPSC treats a mismatch as a deficiency, and HEC will not attest documents that differ from your CNIC. NADRA changes a date of birth only on a Union Council, Cantonment Board or CDA birth certificate.

Are attested photocopies required for every government job?

No. The requirement, the acceptable attesting officer, the number of sets and the submission stage vary by body. Follow the instructions issued by the recruiting authority instead of attesting every document automatically.

Should I take original documents to a written test?

Take only what the admission certificate or test instructions require. An original CNIC or another accepted identity document is commonly required, but the complete interview file is not needed at the test centre.

Do I need both a degree and a transcript?

Prepare both when available, because a transcript or DMC can prove subjects, grades and the result date. Submit the exact combination requested in the advertisement, scrutiny notice or call letter.
