The CSS age limit is 21 to 30 years, counted on 31 December of the year before the exam. A 2-year relaxation under Rule 6 takes the ceiling to 32, and no higher. You get three attempts.

The 35-year figure you see online is not the rule. The National Assembly passed a resolution asking for it, but the Establishment Division rejected the proposal, and FPSC’s official notices confirm the limit is still 30.

This guide covers the age limit, the relaxation categories, the attempts rule, and the CE-2027 dates.

What Is the Age Limit for CSS?#

The age limit for the CSS exam is 21 to 30 years. Your age is counted on 31 December of the year preceding the exam, not on the day you sit the paper. For the CSS 2026 cycle the cut-off date was 31 December 2025. For CSS 2027 it is 31 December 2026.

The examination is governed by the CSS Competitive Examination Rules, 2019, and FPSC publishes a public notice for each cycle stating the rules that apply.

Government jobs through the general recruitment route have different age rules, with 5 years of general relaxation for every candidate. CSS is different. The general age relaxation rules do not apply to it. Our age relaxation guide covers the general rules; this guide covers CSS only.

Is the CSS Age Limit 30 or 35?#

The CSS age limit is 30. The 35-year figure comes from a National Assembly resolution passed on 16 May 2025. It urged the government to raise the upper age limit from 30 to 35 years and to increase the number of permitted attempts from three to five, to take effect from 2026. The resolution was moved by MNA Syeda Nosheen Iftikhar.

A National Assembly resolution is a non-binding recommendation. It is not an amendment to the CSS Rules. For a change of this kind to take legal effect, the Establishment Division must amend the CSS Competitive Examination Rules and FPSC must issue a corresponding notification. That did not happen.

The Establishment Division rejected the proposal, calling it impractical in its written response to the Senate Standing Committee on Cabinet Secretariat sub-committee. FPSC, in its 174th meeting, decided to retain the existing policy.

When FPSC published its official public notice for the CSS 2026 written examination in December 2025, the document stated that the examination would be governed entirely by the CSS CE Rules, 2019, with no exceptions, and listed the age requirement as 21 to 30 years.

The practical rule for candidates: a resolution, a committee proposal, a minister’s statement, or a news headline does not change your eligibility. Only the advertisement FPSC publishes for your specific examination year does. Until an amending notification appears on fpsc.gov.pk, plan around age 30 and three attempts.

How the Cut-Off Date Works#

Both ends of the age window are exact to the day. Turning exactly 30 on the cut-off date leaves you eligible, and being 30 years and one day does not. The same applies at the bottom: exactly 21 qualifies, one day short does not.

A candidate born on 1 December 1996 is 30 years and 30 days on 31 December 2026, and is therefore not eligible for CSS 2027, even though they are 30 years old in ordinary speech. Work from your date of birth as printed on your CNIC, not from your age in years.

The exam date itself is irrelevant to the calculation. Work from the cut-off date printed in the advertisement for your year, not from the month you plan to appear.

How to Check Your Own Eligibility#

how to check css age limit
آخری تاریخ پر عمر نکالیں، پھر فیصلہ کریں

Check your eligibility in five steps, using the cut-off date in the FPSC advertisement for the cycle you intend to sit.

  1. Find the cut-off date in the FPSC advertisement for your cycle. It is the 31 December preceding the exam.
  2. Calculate your exact age on that date, using the date of birth as recorded on your CNIC and matriculation certificate, not an approximate year.
  3. If that exact age is 21 or more and 30 or less, counting to the day and not rounding to the nearest year, you are within the general limit.
  4. If you are 31 or 32, check whether you fall into one of the Rule 6 relaxation categories below.
  5. If you are 33 or above, you are not eligible under the current rules, regardless of category.

Because the two certificates must agree, any discrepancy between your CNIC and your matriculation record should be corrected well before you apply. A date-of-birth mismatch is a routine cause of rejected applications. Our documents checklist explains what counts as proof of age and what to do if your date of birth differs between documents.

Age Relaxation Under Rule 6#

Rule 6 of the CSS Competitive Examination Rules, 2019 permits a relaxation of two years, raising the upper limit to 32 years, for candidates in these categories:

  • Members of the scheduled castes and the Buddhist community.
  • Members of recognised tribes of Balochistan.
  • The tribal areas of Dera Ismail Khan and Peshawar divisions.
  • The former excluded areas of Dera Ghazi Khan and Rajanpur.
  • The former tribal areas of Mardan and Hazara divisions, and Upper Tanawal.
  • Permanent residents of Azad Kashmir.
  • Permanent residents of Gilgit-Baltistan and the Northern Areas.
  • Disabled persons, physically impaired, deaf and dumb, and blind candidates.
  • Government servants with two or more years of continuous service, subject to a departmental permission certificate.

Two things almost every website gets wrong. First, the relaxation is not cumulative. If you belong to two eligible categories, for example a government servant who is also a permanent resident of Gilgit-Baltistan, you do not receive four years. The concession is a single two-year allowance. Under the current rules, no candidate in any category may exceed 32 years of age.

Second, the widely circulated larger relaxations do not exist in the rule text. You will find prep websites claiming five years for AJK or former FATA candidates, or ten years, an effective ceiling of 40, for disabled candidates. The text of Rule 6 does not support these figures. If a source states a relaxation beyond age 32, ask it to quote the rule. It will not be able to.

If you are relying on a relaxation, obtain the supporting documentation early: a domicile certificate, a disability certificate from the relevant authority, or a departmental No Objection Certificate as applicable. Claimed relaxations without documentation are refused at the scrutiny stage.

How Many Attempts Do You Get?#

Under the CSS Rules 2019, a candidate is permitted a maximum of three attempts. The definition of an attempt is narrower than most candidates assume, and understanding it can preserve a chance you thought you had spent.

Appearing in the MPT screening test does not consume an attempt. The preliminary test is a qualifying filter, not part of the competitive examination proper. An attempt is counted when a candidate is admitted to the written examination and submits an answer book that is not blank. Applying and then not appearing does not ordinarily consume an attempt.

Because age and attempts operate together, the binding constraint is usually whichever runs out first. A candidate who begins at 27 has, in practice, three or four cycles available. A candidate who begins at 29 may have only one, whatever the attempt rule permits. Plan your preparation timeline around both limits simultaneously.

What Else You Need to Qualify#

You need a Bachelor’s degree with at least second division from a university recognised by the Higher Education Commission of Pakistan. The discipline does not matter. Engineering, medicine, commerce, law, arts and agriculture are all acceptable.

Your degree subject does not restrict which optional papers you may select, although it should sensibly inform that choice. Third division is disqualifying. This is a genuine hard stop, not a formality.

Foreign degrees require HEC equivalence. If you studied abroad, obtain an HEC equivalence certificate before applying rather than during scrutiny. Candidates in their final year should read the specific advertisement carefully; provisional admission conditions vary by cycle and are stated in the notice itself.

You must be a citizen of Pakistan, or a subject of the State of Jammu and Kashmir. One provision catches candidates out: if you are married to a foreign national, prior permission from the Federal Government is required. Handle this before you apply, not after selection.

Your domicile does not affect whether you can sit CSS. Every Pakistani citizen meeting the criteria may appear. It affects which regional quota your final merit is assessed against at the allocation stage.

You must also pass the MPT, the MCQ-based Preliminary Test, before you can sit the written examination. Our how to apply guide covers the FPSC application process, including the PSID fee payment.

CSS 2027 Dates#

The MPT for CSS 2027 was held on 10 October 2026. It was first set for 27 September 2026, and FPSC rescheduled it because of a protest announced for the original date. Passing the MPT is the gate to the written examination.

Per FPSC’s advance notice F.2/1/2026-CE of 5 July 2026, the written examination is scheduled to begin on 27 January 2027, the formal advertisement will be published on 8 November 2026, online applications will open from 10 to 25 November 2026, and the deadline for hard-copy submission is 4 December 2026. Every date connected to the written examination is tentative until the FPSC’s written advertisement of 8 November 2026 confirms it.

The fee for CE-2027 was Rs 250, paid online against the PSID. Watch the FPSC website for the 8 November advertisement. It is the binding notice. It carries the confirmed dates, fee, eligibility rules and centre list. The CE-2026 written exam notice shows the form these notices take.

Common Mistakes That Cost Candidates Their Chance#

  • Believing the age limit is 35. It is 30. The 35-year figure comes from a resolution that was never turned into a rule change, and the proposal was rejected.
  • Calculating your age from the exam date. Your age is counted on 31 December of the year before the exam. The exam date is irrelevant.
  • Rounding your age. Both ends are exact to the day. Being 30 years and one day on the cut-off date makes you ineligible.
  • Assuming relaxations stack. Rule 6 gives a single two-year concession. Two categories do not give four years, and no candidate may exceed 32.
  • Believing the 5-year or 10-year relaxations. They do not exist in Rule 6. The text supports two years only.
  • Thinking the MPT used up an attempt. The MPT is a qualifying filter. An attempt is counted only when you are admitted to the written examination and submit a non-blank answer book.
  • Applying with a third-division degree. Third division is disqualifying. There is no way around it.
  • Ignoring a CNIC and matriculation mismatch. The two certificates must agree. Correct any discrepancy well before you apply.
  • Claiming a relaxation without proof. Claimed relaxations without documentation are refused at the scrutiny stage. Get the domicile, disability or departmental certificate early.
  • Planning around proposals. Twice-a-year CSS and a cluster-based exam format are proposals, not rules. Only the FPSC advertisement for your year changes your eligibility.

Frequently Asked Questions#

What is the age limit for CSS?

The age limit for the CSS exam is 21 to 30 years, counted on 31 December of the year preceding the exam. For CSS 2027 the cut-off date is 31 December 2026. A 2-year relaxation under Rule 6 takes the ceiling to 32 for specified categories, and no candidate in any category may exceed 32.

What is the age limit for CSS exam in Pakistan?

In Pakistan, the CSS exam age limit is 21 to 30 years on the cut-off date, 31 December of the year before the exam. You need a Bachelor’s degree with at least second division from an HEC-recognised university, Pakistani citizenship or Jammu and Kashmir state subject status, and you must be within your three permitted attempts. The MPT screening test must be passed first.

What is age limit for CSS?

The CSS age limit is 21 to 30 years. Both ends are exact to the day: turning exactly 30 on the cut-off date leaves you eligible, and being 30 years and one day does not. Exactly 21 qualifies, one day short does not. Work from the date of birth on your CNIC and matriculation certificate.

Is the CSS age limit 30 or 35?

It is 30 under the rules currently in force. The 35-year figure comes from a National Assembly resolution passed on 16 May 2025, which was a recommendation rather than a rule change. The Establishment Division rejected the proposal, and FPSC’s official notice for the CSS 2026 written examination confirmed that the CSS Rules 2019 apply and that the age range is 21 to 30 years.

Does appearing in the MPT use up one of my three attempts?

No. The MPT is a qualifying screening test. An attempt is counted only when you are admitted to the written examination and submit a non-blank answer book. Applying and then not appearing does not ordinarily consume an attempt.
