BPS-11 Basic Pay 2026#
The Finance Division notified Basic Pay Scales 2026 on 21 July 2026, effective from 1 July 2026. BPS-11 moved from the old BPS-2022 scale to the new scale. The old allowances of 2022 and 2025 were merged into the basic pay, so the minimum rose from Rs 18,650 to Rs 22,410.
| Minimum basic pay | Annual increment | Maximum basic pay | |
|---|---|---|---|
| BPS-2022 (old) | Rs 18,650 | Rs 1,310 | Rs 57,950 |
| BPS-2026 (new) | Rs 22,410 | Rs 1,580 | Rs 69,810 |

Our BPS pay scale chart 2026 lists the basic pay, increment and maximum for all 22 grades, from BPS-1 to BPS-22.
Worked Example: A Starting Junior Clerk’s Salary#
Here is what a starting Junior Clerk (federal, first stage, BPS-11) earns, component by component. Each figure comes from the Finance Division notification or the standard federal allowance rates. House Rent Allowance is added on top and varies by city.
| Component | Amount a month | How it is worked out |
|---|---|---|
| Basic pay | Rs 22,410 | Minimum of BPS-11 under BPS-2026 |
| Ad-hoc Relief Allowance 2026 | Rs 1,569 | 7% of running basic pay |
| Ad-hoc Relief Allowance 2023 | Rs 6,528 | 35% of the BPS-2022 minimum (Rs 18,650), frozen |
| Ad-hoc Relief Allowance 2024 | Rs 4,663 | 25% of the BPS-2022 minimum (Rs 18,650), frozen |
| Conveyance allowance | Rs 4,284 | Revised rate for BPS 11-15 from 1 July 2026 |
| Medical allowance | Rs 1,500 | Standard federal rate for BPS 1-15 |
| Total before house rent | Rs 40,954 | Sum of the six rows above |
Add House Rent Allowance to that Rs 40,954. HRA depends on your city, and the 2026 notification froze it at its 30 June 2026 level. In a big city, a starting Junior Clerk’s gross salary lands at about Rs 45,000 to Rs 50,000 a month. That is an estimate. Your payslip will differ if your department pays a special allowance, if you get government accommodation instead of HRA, or if you are at a higher stage in the scale.
Allowances Explained#
The allowances are where most of the confusion comes from. These are the ones that apply to a BPS-11 employee under the 2026 notification.
| Allowance | Rate | Notes |
|---|---|---|
| Ad-hoc Relief Allowance 2026 | 7% of running basic pay | From 1 July 2026; subject to income tax; not counted for pension |
| Ad-hoc Relief Allowance 2023 | 35% of the BPS-2022 minimum | Frozen at Rs 6,528 for BPS-11; does not rise with the new scale |
| Ad-hoc Relief Allowance 2024 | 25% of the BPS-2022 minimum | Frozen at Rs 4,663 for BPS-11; does not rise with the new scale |
| Conveyance allowance | Rs 4,284 a month | Revised rate for BPS 11-15, up 50% from Rs 2,856 |
| Medical allowance | Rs 1,500 a month | Standard federal rate for BPS 1-15 |
| House Rent Allowance | Varies by city | Frozen at the 30 June 2026 level; not paid if you get government accommodation |
| Disparity Reduction Allowance 2026 | 15% of basic pay as on 30 June 2022 | Only for employees already receiving DRA |
Do not add the old Ad-hoc Relief Allowances of 2022 and 2025 on top of the new basic pay. They were merged into BPS-2026. That is the most common mistake in the salary charts circulating on WhatsApp. The official notification is on finance.gov.pk.
How Your Pay Grows in BPS-11#
Your basic pay rises by Rs 1,580 every year on 1 December, as long as you have not reached the maximum of the scale. There are 30 stages in BPS-11. A Junior Clerk who stays in BPS-11 reaches the maximum basic pay of Rs 69,810 after 30 increments.

In practice, a Junior Clerk does not stay in BPS-11 for 30 years. Promotion moves you to a higher grade, usually BPS-14 and then BPS-16, and each promotion fixes your pay at the corresponding stage of the new scale. The exact promotion rules depend on your department’s service rules.
Junior Clerk: What the Job Is#
A Junior Clerk, also called a Lower Division Clerk (LDC), is the entry-level clerical post in a government office. The work is office administration: maintaining official records, handling correspondence, entering data, managing files and supporting the daily work of the office.
Junior Clerk is the most advertised post in Pakistan. Federal ministries, provincial departments, district offices, courts, schools and hospitals all advertise it. The Sindh School Education Department advertised five Junior Clerk (BPS-11) vacancies in District Keamari in 2026 through the Sindh Job Portal. Punjab advertises Junior Clerks through PPSC, and the federal government through FPSC.
Eligibility is set in each advertisement, so read it carefully. Our how to apply guide explains the application process, and our PPSC online apply guide explains the Punjab application, fee and form.
Is BPS-11 Salary the Same in Punjab, Sindh and KP?#
No. The figures in this guide are the federal BPS-2026 figures. Each province issues its own finance department notification, and allowances differ by province. Sindh, for example, generally pays slightly higher allowances than Punjab, and KP has its own allowances. The basic pay scale itself is usually the same across provinces, because provinces adopt the federal scales, but the allowances on top are what make the take-home pay differ.
Check your province’s finance department notification for the exact figures. The federal notification is the reference, not the rule, for a provincial post.
Mistakes to Avoid#
- Using the old BPS-2022 figures. The minimum is Rs 22,410 now, not Rs 18,650. The increment is Rs 1,580, not Rs 1,310.
- Adding the 2022 and 2025 allowances on top. They were merged into the new basic pay. Adding them again double-counts.
- Calling basic pay your salary. Basic pay is Rs 22,410. Gross salary is about Rs 45,000 to Rs 50,000 with allowances.
- Trusting a single gross figure. Gross pay depends on your city (HRA), your department (special allowances) and your stage in the scale.
- Using federal figures for a provincial post. Check your province’s finance department notification.
