What Is IBCC Attestation?#

IBCC attestation is the official verification of a school-level certificate by the Inter Boards Coordination Commission. IBCC is the body that verifies certificates issued by the country’s SSC and HSSC boards. It attests secondary (Matric/SSC) and higher secondary (Inter/HSSC) certificates and mark sheets, along with certain diplomas and equivalence certificates. It does not handle university degrees. Bachelor’s and master’s documents go through the Higher Education Commission instead, which now runs a largely online system. Our HEC degree attestation guide covers that process.

IBCC also issues equivalence certificates for qualifications earned outside Pakistan, such as O-Levels, A-Levels or a foreign high school diploma. Equivalence and attestation are two different services with different forms and fees, so check which one your university or embassy is actually asking for. For Pakistan-based O-Level examinations, you need a minimum of eight subjects with at least an E grade in each to get a matric-equivalent certificate. The equivalence fee is Rs 4,000 per certificate for local qualifications and Rs 6,000 for foreign qualifications.

IBCC attestation is the step that must happen before the Ministry of Foreign Affairs will attest anything at school level. For most study-abroad and immigration files the order is fixed: IBCC first, then MOFA, then the destination country’s embassy if it requires it. Start two to three weeks early. It takes longer if a board has to be contacted for verification.

Before You Apply: Get Your Board Verification First#

Your concerned BISE board must verify the certificate before IBCC can proceed. Apply to the issuing board for verification of the document for IBCC attestation, and make a printout of the online verification for boards connected with the IBCC Attestation Portal. This is the step most people miss. IBCC verifies against board records, and a photocopy alone will not be accepted for attestation of an original certificate. If your board has not yet uploaded records for that year, the file will wait until the board confirms it.

Remove lamination from any certificate before submitting. IBCC will not attest a laminated certificate, and removing lamination at home frequently destroys the document underneath. Get the lamination removed professionally, or ask the board for a fresh certificate.

Documents You Need#

Have these ready before you open the portal. The original SSC or HSSC certificate to be attested, plus one photocopy. The original detailed mark sheet or result card. A copy of your CNIC, or your B-Form if you are under 18. A passport copy, if the attestation is for overseas use. The board verification printout, for boards connected to the IBCC portal. The fee payment receipt or online payment confirmation. An authorisation letter and the CNIC of the authorised person, if someone else is applying on your behalf. For a school leaving certificate, the B-Form and a principal-signed progress report.

Keep the attested certificate with your application file. Our documents checklist lists every document a government job application needs.

You apply on the IBCC attestation portal. The portal takes your application, and you choose how to submit the originals.

  1. Get board verification. Apply to your issuing BISE board for verification of the certificate, and make a printout of the online verification for boards connected with the IBCC portal.
  2. Create an account. Open attest.ibcc.edu.pk and create an account. Complete your profile.
  3. Apply and upload documents. Select the service you need, attestation or equivalence, and the level, SSC or HSSC. Fill in the online application form with your personal and certificate details. Upload clear scans of your certificates, detailed mark sheets and CNIC or B-Form.
  4. Choose your mode and pay the fee. Choose one of three modes: appointment at an office, courier, or express evening service. Pay the fee through 1Bill or a UBL challan and keep the receipt. The fee is paid once. If IBCC returns the file for a deficiency, correcting and resubmitting does not require a second payment.
  5. Submit the original documents. Attend your appointment with the original documents, or dispatch them if you selected courier. Bring originals. IBCC verifies against board records, and a photocopy alone will not be accepted for attestation of an original certificate.
  6. Collect the attested documents. With an appointment, the attested documents are returned the same day you attend. With courier, they are returned via courier to the address given on the application form. With express, they are returned within an hour of submission.

IBCC Attestation Fee#

IBCC charges Rs 1,200 per original certificate. The photocopy fee is quoted as Rs 600 per copy by the Senate answer and by some guides, and as Rs 800 per copy by others. Confirm the current amount on the portal before you pay. The express service costs Rs 3,000 per original document and Rs 1,500 per photocopy. The equivalence fee is Rs 4,000 per certificate for local qualifications and Rs 6,000 for foreign qualifications. IBCC revises its fee schedule from time to time, and rates differ by service mode, so treat these figures as indicative and confirm the current amount on the portal before you pay.

How Long Does IBCC Attestation Take?#

It depends on the mode you choose. A booked appointment is completed the same day you attend, and the attested documents are returned the same day. Courier applications are processed within 10 working days, and the attested documents are returned via courier to the address given on the application form. The express service processes documents in 30 to 40 minutes and returns them within an hour of submission. One warning: getting an appointment slot can take about 20 days ahead, because slots fill up. Book early if you have a deadline. The express service is available Monday to Friday from 6:00 pm to 11:00 pm in summer and from 5:00 pm to 9:00 pm in winter, except public holidays. It only entertains urgent attestation, not urgent equivalence.

Where to Submit: IBCC Offices#

IBCC has a head office in Islamabad and regional offices in Lahore, Karachi, Peshawar, Quetta and Bahawalpur. Six offices in total, and any one is accepted for an appointment. The express service is available at the IBCC Secretariat in Islamabad only at the moment. IBCC intends to extend it to other regions in future. Courier is available at the Islamabad and Karachi offices. Even for an in-person visit, you must register and schedule an appointment through the portal first.

What IBCC Does Not Attest#

IBCC does not attest Bachelor’s or Master’s degrees or any higher degree. The Higher Education Commission is authorised to attest those. IBCC does not attest migration certificates, documents from unrecognised private institutions, or physically damaged certificates. IBCC does not attest a laminated certificate. Remove the lamination before submission. IBCC attestation does not expire and does not need renewing, unless the issuing authority cancels the underlying certificate.

Common Mistakes That Delay Attestation#

  • Name mismatch between the certificate and CNIC. Fix it with your board before you book, not after.
  • Missing detailed mark sheet. IBCC needs the mark sheet as well as the certificate.
  • Blurred scans. Upload clear scans. A blurred scan sends the file back.
  • Laminated certificate. IBCC will not accept it. Remove the lamination before submission.
  • Applying for the wrong service. Equivalence and attestation are different services with different forms and fees. Check which one your university or embassy is asking for.
  • Paying the wrong fee. The photocopy fee is quoted as Rs 600 and as Rs 800 by different guides. Confirm the current amount on the portal before you pay.
  • Booking late. Appointment slots can be about 20 days ahead. Book early if you have a visa or admission deadline.
  • Expecting express everywhere. The express service is at the IBCC Secretariat in Islamabad only. It does not cover equivalence.
  • Skipping board verification. Your board must verify the certificate before IBCC can proceed.
  • Certificate from a board that has not yet uploaded records for that year. Get the board verification done first.
