HEC degree attestation is now fully online and paperless. You apply at eservices.hec.gov.pk, pay Rs 3,000 per document through 1Link, and download an electronic attestation certificate from your account. You do not visit an HEC office, and you do not send your original documents anywhere. This guide covers the new system, the fee, the documents you need, and the mistakes that get applications sent back.

What Changed: the Old System Is Gone#
HEC replaced the old attestation system with a fully online, paperless Degree Attestation System on 11 May 2026. Under the old system, applicants paid through a bank challan, chose between courier delivery and an in-person visit, and sent original documents to HEC. That system is gone. Under the new system, there is no courier step, no walk-in counter and no separate urgent-counter fee. Every application follows the same online route: register, upload scans, pay through 1Link, verify the payment on the portal, and wait for verification and the electronic certificate.
One warning follows from this change. Any guide, video or agent still quoting the old fees of Rs 1,000 for an original and Rs 700 for a photocopy is describing the retired system. The current fee is a single Rs 3,000 per document. Do not pay anyone who claims they can speed up your case for an extra charge. HEC lists no such fast-track option under the new system.
The old courier route used TCS for applicants living in Pakistan and Gerry’s FedEx in Islamabad for applicants living abroad. That route no longer exists. If a guide tells you to courier your original degree to HEC, it is out of date.

What Is HEC Degree Attestation?#
HEC degree attestation is the official verification of a degree, diploma or certificate issued by a recognised Pakistani university. HEC confirms that your degree is genuine by checking your record with the university that issued it. Government jobs, foreign universities, employers and embassies ask for it before they accept your degree.
Attestation is different from equivalence. Attestation confirms that your Pakistani degree is genuine. Equivalence is the separate process for foreign degrees, which judges how a foreign qualification compares with a Pakistani one. A foreign degree is not attested in the same way. You first apply for an HEC equivalence letter, which itself can then be attested under the same Rs 3,000 fee.
Documents and Details to Have Ready#
Have these ready before you open the portal, because the form asks for them all. Your CNIC. Your name, your father’s name and your date of birth on the CNIC must match your educational documents exactly, or HEC will not start the process. Clear scanned copies in PDF of your CNIC, front and back, and of every degree, transcript, provisional certificate or equivalence letter you want attested. Blurry or cut-off scans are the most common reason applications are returned. A passport-size photograph with a plain blue or white background. Your full academic record from Matric onwards, because the portal asks for details of each qualification, including the degree title, session and roll or registration number.
Medical and nursing graduates must also upload their PMDC or PNMC registration card or certificate, under the “Other Documents” tab. If your name or your father’s name on a degree differs from your CNIC, get the document corrected by your university first, or the case will stall. Keep the attested degree with your application file. Our documents checklist lists every document a government job application needs.
How to Apply for HEC Degree Attestation Online#

You apply on the HEC e-services portal. The whole process is online, and you can submit an application 24 hours a day, 7 days a week.
- Register on the HEC e-services portal. Open eservices.hec.gov.pk. New users choose Sign-up and register with their CNIC number, a valid email address and a working mobile number. Existing users simply log in. Keep your login safe. Every status update and correction notice arrives through this account.
- Complete your profile. Enter your personal details, name, father’s name, date of birth, marital status, gender and address, and then your academic details for each qualification, from Matric onwards. Tick only the degree programme you actually want attested. The system calculates your fee from the documents you select.
- Upload your documents. Upload the scanned copies of your CNIC and each selected document, plus any extra papers under “Other Documents”. Check every page before you move on. A missing page or an unreadable scan will send the application back to you for correction and cost you days.
- Pay through 1Link and verify the payment. Review everything, tick the undertaking box and click “Proceed for Payment”. A consumer number is generated. Pay the fee through 1Link (1Bill) using your preferred banking channel, then return to your account and click “Verify Payment”. Only then is your application submitted to HEC. Keep the payment confirmation and your application ID safe until the process is fully complete. Our PSID guide explains how to pay a 1Link fee through a bank app, Easypaisa or JazzCash.
- HEC checks and university verification. HEC first checks your details against NADRA records and confirms your documents are complete. If anything is missing or incorrect, the application is returned to you for correction. Fix it promptly and resubmit. Once the application is complete, HEC sends it to your university to verify your record. After the university confirms and HEC completes its final review, your electronic attestation certificate is issued.
- Download and verify your e-Attestation Certificate. Download the certificate from your portal account. Anyone who needs to confirm it, an employer, an embassy or a foreign university, can check it through HEC’s official degree verification page at hec.gov.pk/site/verification. If you are applying abroad, remember that most destinations also require attestation from the Ministry of Foreign Affairs after HEC. That is a separate step with its own fee.
HEC Attestation Fee#
HEC charges Rs 3,000 per document. A degree, a transcript, a provisional certificate and an HEC equivalence letter each count as one document. A degree plus its transcript therefore costs Rs 6,000. The portal calculates the total from what you select. If you choose the wrong document, the fee is not refunded, adjusted or transferred. Select only the documents you need.
There is no urgent or same-day option. HEC’s online system offers no fast-track, and no agent can speed up your case. Do not pay anyone who claims otherwise.
How Long Does HEC Attestation Take?#
HEC does not publish a fixed processing time. Applicants commonly report around 10 to 15 working days once the application is complete. A returned case adds time, which is why complete, accurate uploads matter. Check your portal account, SMS and email regularly. An unanswered correction notice stops the file completely.
How to Download and Verify Your Certificate#
Download the e-Attestation Certificate from your portal account once HEC issues it. The certificate is electronic. You do not receive a stamped paper copy. Anyone who needs to confirm it can check it through HEC’s official degree verification page. If you are applying abroad, most destinations also require attestation from the Ministry of Foreign Affairs after HEC. That is a separate step with its own fee, and it is covered in our MOFA attestation guide once it is published.
For help, HEC lists hec.gov.pk, the online help portal, the UAN 111-119-432 and 0334-111 9432.
Foreign Degrees and Equivalence#
A foreign degree is not attested in the same way as a Pakistani degree. You first apply for an HEC equivalence letter, which confirms how your foreign qualification compares with a Pakistani degree. That equivalence letter itself can then be attested under the same Rs 3,000 fee. HEC does not attest system-generated online equivalence letters. Start with the equivalence application, then attest the letter.
One Portal for HEC, IBCC and MOFA? Not Yet#
HEC, the Inter Boards Coordination Commission (IBCC) and the Ministry of Foreign Affairs are working towards a unified digital attestation system so that students are not pushed between three separate offices. This was confirmed in a written answer in the Senate, which also stated the current separate fees: HEC charges Rs 3,000 for each original document, while IBCC charges Rs 1,200 for each original certificate and Rs 600 for each copy. Until a single portal actually launches, apply through each body’s own system: HEC degrees through eservices.hec.gov.pk, and school and college certificates through IBCC. Do not trust any website claiming the unified portal is already live.
Common Mistakes That Delay Attestation#
- Name or father’s name on the degree differs from the CNIC. Get the document corrected by your university first, or the case will stall.
- Blurry, cropped or low-resolution scans. Rescan the page rather than photographing it at an angle.
- Selecting the wrong document type or the wrong degree programme. The system charges per selected document, and the fee is not refundable if you pick the wrong one.
- Forgetting to click “Verify Payment” after paying through 1Link. Until you do, the application is not submitted.
- Ignoring a correction notice. Check your portal account, SMS and email regularly. An unanswered deficiency notice stops the file completely.
- Paying the old fee. The old fees of Rs 1,000 for an original and Rs 700 for a photocopy are retired. The current fee is Rs 3,000 per document.
- Paying an agent to speed up the case. HEC lists no fast-track option. No agent can speed up your case.
- Trusting a unified portal claim. No single portal for HEC, IBCC and MOFA exists yet. Apply through each body’s own system.
- Attesting a foreign degree directly. A foreign degree needs an HEC equivalence letter first. That letter is then attested.
- Forgetting MOFA after HEC. Most destinations abroad also require MOFA attestation after HEC. That is a separate step with its own fee.
