A BPS-17 officer starts at a basic pay of Rs 54,140 a month under the new Basic Pay Scales 2026. With the standard allowances, a starting BPS-17 officer takes home about Rs 100,000 to Rs 110,000 a month in a big city. The exact figure depends on your city, your department, your service group and your stage in the scale.
BPS-17 is the first gazetted grade. It is where CSS officers enter the federal service, and where college lecturers, section officers and assistant commissioners sit. This guide gives you the official basic pay, the annual increment, every allowance that applies and which posts sit in BPS-17.

BPS-17 Basic Pay 2026#
The Finance Division notified Basic Pay Scales 2026 on 21 July 2026, effective from 1 July 2026. BPS-17 moved from the old BPS-2022 scale to the new scale. The old allowances of 2022 and 2025 were merged into the basic pay, so the minimum rose from Rs 45,070 to Rs 54,140.

Worked Example: A Starting BPS-17 Officer’s Salary#
Here is what a starting BPS-17 officer (federal, first stage) earns, component by component. Each figure comes from the Finance Division notification or the standard federal allowance rates. House Rent Allowance is added on top and varies by city.

Add House Rent Allowance to that Rs 87,965. HRA depends on your city, and the 2026 notification froze it at its 30 June 2026 level. In a big city, a starting BPS-17 officer’s gross salary lands at about Rs 100,000 to Rs 110,000 a month. That is an estimate. Your payslip will differ if your department pays a special allowance, if you get government accommodation instead of HRA, or if you are at a higher stage in the scale. Officers of certain groups (PAS, PSP, OMG) also get an Executive Allowance on top, which pushes their pay higher still.
Allowances Explained#
The allowances are where most of the confusion comes from. These are the ones that apply to a BPS-17 officer under the 2026 notification. Note the two rates that change at BPS-17: the frozen relief allowances are 30% and 20% of the old minimum, not the 35% and 25% that apply to BPS-1 to BPS-16.

Do not add the old Ad-hoc Relief Allowances of 2022 and 2025 on top of the new basic pay. They were merged into BPS-2026. That is the most common mistake in the salary charts circulating on WhatsApp. The official notification is on finance.gov.pk.
How Your Pay Grows in BPS-17#
Your basic pay rises by Rs 4,110 every year on 1 December, as long as you have not reached the maximum of the scale and you have completed at least six months of qualifying service in the scale in the preceding calendar year. There are 20 stages in BPS-17. An officer who stays in BPS-17 reaches the maximum basic pay of Rs 136,340 after 20 increments: Rs 54,140 at joining, Rs 58,250 after one increment, Rs 74,690 after five, and Rs 95,240 after ten.
In practice, a BPS-17 officer does not stay in the grade for 20 years. Promotion moves you to BPS-18 after about five years of service and passing the departmental examination, then to BPS-19 after about 12 years, and each promotion fixes your pay at the corresponding stage of the new scale. Which Posts Are in BPS-17?#
BPS-17 is the entry grade for the federal civil service. CSS officers enter at BPS-17 as gazetted officers in one of 12 occupational groups. For CSS 2025, the FPSC announced 327 Grade-17 posts, including 191 fresh vacancies.
Assistant Commissioner (PAS). The Pakistan Administrative Service officer who manages a sub-division, acting as Sub-Divisional Magistrate and Assistant Land Revenue Collector. The most sought-after BPS-17 post.
Assistant Superintendent of Police (PSP). The Police Service of Pakistan officer who heads a city or sub-division police. An ASP is selected directly through CSS, unlike a DSP who is promoted from inspector.
Section Officer (OMG/PAS). The federal secretariat officer. Office Management Group officers enter as Section Officers or Senior Section Officers in ministries.

Is BPS-17 Salary the Same in Punjab, Sindh and KP?#
No. The figures in this guide are the federal BPS-2026 figures. Each province issues its own finance department notification, and allowances differ by province. The basic pay scale itself is usually the same across provinces, because provinces adopt the federal scales, but the allowances on top are what make the take-home pay differ.
Check your province’s finance department notification for the exact figures. The federal notification is the reference, not the rule, for a provincial post.
Mistakes to Avoid#
- Using the old BPS-2022 figures. The minimum is Rs 54,140 now, not Rs 45,070. The increment is Rs 4,110, not Rs 3,420.
- Using the 35% and 25% relief rates. Those are the BPS 1-16 rates. For BPS-17, ARA-2023 is 30% and ARA-2024 is 20% of the old minimum.
- Adding the 2022 and 2025 allowances on top. They were merged into the new basic pay. Adding them again double-counts.
- Counting a fixed medical allowance. BPS-17 has no fixed monthly medical allowance. Medical is reimbursed under your cadre’s rules.
- Calling basic pay your salary. Basic pay is Rs 54,140. Gross salary is about Rs 100,000 to Rs 110,000 with allowances.
