BPS-14 Basic Pay 2026#
The Finance Division notified Basic Pay Scales 2026 on 21 July 2026, effective from 1 July 2026. BPS-14 moved from the old BPS-2022 scale to the new scale. The old allowances of 2022 and 2025 were merged into the basic pay, so the minimum rose from Rs 22,530 to Rs 27,060.
| Minimum basic pay | Annual increment | Maximum basic pay | |
|---|---|---|---|
| BPS-2022 (old) | Rs 22,530 | Rs 1,740 | Rs 74,730 |
| BPS-2026 (new) | Rs 27,060 | Rs 2,090 | Rs 89,760 |

Our BPS pay scale chart 2026 lists the basic pay, increment and maximum for all 22 grades, from BPS-1 to BPS-22.
Worked Example: A Starting BPS-14 Employee’s Salary#
Here is what a starting BPS-14 employee (federal, first stage) earns, component by component. Each figure comes from the Finance Division notification or the standard federal allowance rates. House Rent Allowance is added on top and varies by city.
| Component | Amount a month | How it is worked out |
|---|---|---|
| Basic pay | Rs 27,060 | Minimum of BPS-14 under BPS-2026 |
| Ad-hoc Relief Allowance 2026 | Rs 1,894 | 7% of running basic pay |
| Ad-hoc Relief Allowance 2023 | Rs 7,886 | 35% of the BPS-2022 minimum (Rs 22,530), frozen |
| Ad-hoc Relief Allowance 2024 | Rs 5,633 | 25% of the BPS-2022 minimum (Rs 22,530), frozen |
| Conveyance allowance | Rs 4,284 | Revised rate for BPS 11-15 from 1 July 2026 |
| Medical allowance | Rs 1,500 | Standard federal rate for BPS 1-15 |
| Total before house rent | Rs 48,257 | Sum of the six rows above |
Add House Rent Allowance to that Rs 48,257. HRA depends on your city, and the 2026 notification froze it at its 30 June 2026 level. In a big city, a starting BPS-14 employee’s gross salary lands at about Rs 55,000 to Rs 60,000 a month. That is an estimate. Your payslip will differ if your department pays a special allowance, if you get government accommodation instead of HRA, or if you are at a higher stage in the scale.
Allowances Explained#
The allowances are where most of the confusion comes from. These are the ones that apply to a BPS-14 employee under the 2026 notification.
| Allowance | Rate | Notes |
|---|---|---|
| Ad-hoc Relief Allowance 2026 | 7% of running basic pay | From 1 July 2026; subject to income tax; not counted for pension |
| Ad-hoc Relief Allowance 2023 | 35% of the BPS-2022 minimum | Frozen at Rs 7,886 for BPS-14; does not rise with the new scale |
| Ad-hoc Relief Allowance 2024 | 25% of the BPS-2022 minimum | Frozen at Rs 5,633 for BPS-14; does not rise with the new scale |
| Conveyance allowance | Rs 4,284 a month | Revised rate for BPS 11-15, up 50% from Rs 2,856 |
| Medical allowance | Rs 1,500 a month | Standard federal rate for BPS 1-15 |
| House Rent Allowance | Varies by city | Frozen at the 30 June 2026 level; not paid if you get government accommodation |
| Disparity Reduction Allowance 2026 | 15% of basic pay as on 30 June 2022 | Only for employees already receiving DRA |
Do not add the old Ad-hoc Relief Allowances of 2022 and 2025 on top of the new basic pay. They were merged into BPS-2026. That is the most common mistake in the salary charts circulating on WhatsApp. The official notification is on finance.gov.pk.
BPS-11 vs BPS-14#
BPS-14 sits three grades above BPS-11, and the difference is real money. A Junior Clerk in BPS-11 starts at Rs 22,410 basic pay. A BPS-14 employee starts at Rs 27,060, which is Rs 4,650 more a month before allowances, and the annual increment is Rs 2,090 instead of Rs 1,580. Our BPS-11 salary guide gives the full Junior Clerk breakdown.

How Your Pay Grows in BPS-14#
Your basic pay rises by Rs 2,090 every year on 1 December, as long as you have not reached the maximum of the scale and you have completed at least six months of qualifying service in the scale in the preceding calendar year. There are 30 stages in BPS-14. An employee who stays in BPS-14 reaches the maximum basic pay of Rs 89,760 after 30 increments: Rs 27,060 at joining, Rs 29,150 after one increment, Rs 37,510 after five, and Rs 47,960 after ten.
In practice, a BPS-14 employee does not stay in the grade for 30 years. Promotion moves you to a higher grade, usually BPS-16 and then BPS-17, and each promotion fixes your pay at the corresponding stage of the new scale. The exact promotion rules depend on your department’s service rules. Our BPS-11 salary guide explains how the lower grades feed into this ladder.
Which Posts Are in BPS-14?#
Two posts dominate BPS-14: Elementary School Teacher and Stenotypist.
Elementary School Teacher (EST). The school teacher grade in Punjab. Primary school teachers are BPS-12 or BPS-14 depending on their qualification and province. EST is the largest single BPS-14 cadre in the country, with thousands of posts in Punjab’s School Education Department.
Stenotypist. The main federal BPS-14 post. In November 2026, the Ministry of Overseas Pakistanis, the Cabinet Division, the Ministry of Defence, the Ministry of Foreign Affairs and NAB all advertised Stenotypist (BPS-14) posts. The requirements are Intermediate, shorthand speed of 80 words per minute, typing speed of 40 words per minute and computer literacy. The work is taking dictation, preparing transcripts, typing official documents and maintaining records.
The grades around BPS-14 show where it sits in the ladder: Lower Division Clerk is BPS-11, Upper Division Clerk is BPS-13, Steno-Typist is BPS-14, Assistant is BPS-15 and Admin Officer is BPS-16. Assistant is often described as a BPS-14 post, but it is BPS-15.
Is BPS-14 Salary the Same in Punjab, Sindh and KP?#
No. The figures in this guide are the federal BPS-2026 figures. Each province issues its own finance department notification, and allowances differ by province. The basic pay scale itself is usually the same across provinces, because provinces adopt the federal scales, but the allowances on top are what make the take-home pay differ.
Check your province’s finance department notification for the exact figures. The federal notification is the reference, not the rule, for a provincial post.
Mistakes to Avoid#
- Using the old BPS-2022 figures. The minimum is Rs 27,060 now, not Rs 22,530. The increment is Rs 2,090, not Rs 1,740.
- Adding the 2022 and 2025 allowances on top. They were merged into the new basic pay. Adding them again double-counts.
- Calling basic pay your salary. Basic pay is Rs 27,060. Gross salary is about Rs 55,000 to Rs 60,000 with allowances.
- Trusting a single gross figure. Gross pay depends on your city (HRA), your department (special allowances) and your stage in the scale.
- Calling Assistant a BPS-14 post. Assistant is BPS-15. Stenotypist and Elementary School Teacher are the BPS-14 posts.
