The Government of the Punjab, through its School Education Department (SED) and the Programme Monitoring & Implementation Unit (PMIU-PESRP), has announced a vacancy for a highly motivated professional. This opportunity is for the position of Procurement & Contracts Management Specialist within the Project Implementation Unit (PIU) for the Asian Development Bank (ADB)-funded Responsive, Ready and Resilient (RRR) STEM Secondary Education in Punjab Program. This program aims to enhance equitable access to quality secondary education by strengthening STEAM teaching, upgrading school infrastructure, promoting gender inclusion, and improving climate resilience across Punjab.

The PMIU-PESRP is seeking applications for the following contractual position:

Eligibility and Qualifications

Applicants for the Procurement & Contracts Management Specialist position must meet the following criteria:

• Education: At least a Master’s degree or equivalent sixteen (16) years of education in Procurement, Engineering, Management Sciences, Business Administration, or Supply Chain Management.
• Experience: At least five (05) years of relevant post-qualification experience in public procurement and contract management, including a minimum of three (03) years’ experience in donor-funded projects (ADB, World Bank, or other development partners).
• Demonstrated Experience: Proven experience in planning and managing procurement of Goods, Works, Non-Consulting Services, Consulting Services, and IT systems, preferably for infrastructure or education sector projects.
• Knowledge: Sound knowledge of the Punjab PPRA Rules, e-PADS, and standard public procurement procedures.
• Familiarity: Familiarity with the ADB Procurement Policy (2017, as amended), Procurement Regulations, Standard Procurement Documents (SPDs), and Procurement Review System (PRS) will be preferred.
• Skills: Experience in contract administration, procurement planning, bid evaluation, and contract performance monitoring. Excellent negotiation, communication, analytical, and report-writing skills are essential.
