The PIU BWSPIP Component B is looking to fill the following specialist positions:
- Procurement Specialist (01 Position)
- Financial Management Specialist (01 Position)
- Environmental Specialist (01 Position)
- Social Development Specialist (01 Position)
- WASH Specialist (01 Position)
Post-Wise Details and Eligibility Criteria
1. Procurement Specialist (01 Position)
Qualification: Master’s Degree (sixteen years of education) in Engineering, Business, Economics & Commerce from a recognized university.
Experience: Ten (10) years of experience (after acquiring stipulated qualification) in procurement and contract management, with at least five years related to procurement of Goods, Works, and Consulting Services, preferably in the development sector. Professional qualifications/certifications in procurement, contract management, or supply chain management (e.g., CIPS) are an added advantage. Proficiency in English and basic IT skills are mandatory. Extensive knowledge of national procurement rules and regulations, international financial institutions’ procurement systems, and strong communication and negotiation skills are required.
2. Financial Management Specialist (01 Position)
Qualification: Qualified CA/ACCA with 7 years’ experience in public/private, preferably development sector; OR MBA (Finance) / Master’s in Commerce/Finance.
Experience: At least ten (10) years’ experience (post-qualification) in public/private, preferably development sector. Candidates with experience in community-driven development will be preferred. Familiarity with international financial reporting standards, specifically Cash Basis IPSAS, is a plus. Excellent command of MS Office and relevant Accounting Software. Experience in Balochistan Province is an advantage. Article-ship in a Chartered Accountant firm is an added advantage.
3. Environmental Specialist (01 Position)
Qualification: Master’s degree in Environmental sciences, Environmental Management, Natural Resource Management, Environmental Engineering, Chemical Engineering or comparable discipline from a recognized university.
Experience: Minimum seven (07) years of professional post-qualification working experience in public/private organizations, preferably in the development sector. Knowledge of national and international environmental and social regulations, including environmental and social impact assessments. Experience working in Balochistan or similar regions with an understanding of unique geographic and socio-economic challenges in infrastructure development. Proficiency in local languages and familiarity with environmental policies in international donor-funded projects are significant advantages.
4. Social Development Specialist (01 Position)
Qualification: Master’s degree (minimum 16 years of education) specifically in Sociology, Social Sciences, Rural Development, Community Development, Development Studies from a recognized university.
Experience: Minimum seven (07) years of post-qualification professional experience in social development, social safeguards management, stakeholder engagement, community development, or social risk management, preferably in urban water supply and sanitation, municipal services, utility strengthening, and infrastructure development. Demonstrated experience in projects related to urban water supply and sanitation, institutional strengthening, public service delivery, or community development. Proven experience in stakeholder engagement, training, awareness raising, and community consultation processes. Demonstrated experience in design, management, and monitoring of grievance redressal mechanisms (GRM) and social risk mitigation measures (certifications required). Experience working in similar geographical and socio-cultural conditions, particularly in urban, peri-urban, underserved, and vulnerable communities. Familiarity with institutional arrangements, local governance systems, socio-economic conditions, and community dynamics of Quetta will be an added advantage. Strong communication, coordination, documentation, and reporting skills, along with knowledge of local languages, are essential.
5. WASH Specialist (01 Position)
Qualification: Master’s degree (minimum 16 years of education) in Civil Engineering, Environmental Engineering, Water Resources Engineering, Water Supply and Sanitation Engineering, or a related discipline from a recognized university.
Experience: Minimum of seven (7) years of post-qualification professional experience in planning, implementation, operation, monitoring, or management of water supply, sanitation, urban utility, or WASH infrastructure projects. Preference will be given to candidates with demonstrated experience working on donor-funded projects, particularly in water resources, water supply, sanitation, or urban utility infrastructure projects. Experience with programs for utility performance improvement, NRW reduction, pressure monitoring, and leakage reduction through District Metered Areas (DMAs), or institutional strengthening of water utilities will be an advantage. Experience working at a water and sanitation utility in Pakistan in any capacity (staff, consultant, advisor, etc.) will be an advantage. Excellent report writing, analytical, coordination, and stakeholder engagement skills. Proficiency in MS Office and other relevant analytical and presentation software is required.
