The Federal Board of Revenue (FBR), a key institution under the Revenue Division of the Government of Pakistan, is seeking highly qualified and experienced legal professionals for appointment to its Panel of Advocates (Service Law). Successful candidates will play a crucial role in representing the FBR in these matters.

Description of Work for Panel Advocates
Panel Advocates will be responsible for a range of critical legal duties, including:
- Providing legal opinions, endorsements, and recommendations on matters related to service law, employment, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, constitutional, and administrative law issues concerning FBR and its employees.
- Appearing before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora as directed by the department.
- Preparing para-wise comments, replies, appeals, petitions, applications, and other pleadings for submission before competent authorities.
- Conducting and monitoring litigation on behalf of FBR and ensuring the department is informed of all significant developments in pending cases.
- Conveying court/tribunal directions, short orders, orders, and judgments to the department promptly to assist in ensuring timely compliance.
- Submitting reports on case progress, including the next date of hearing, in writing, and through any digital application developed/deployed by FBR.
- Assisting the department in the formulation of litigation strategy and legal risk assessment in service-related matters.
Terms and Conditions
Applicants should note the following terms and conditions:
- Candidates must apply for one station only; applications for multiple stations will not be considered.
- Applicants should apply for the station corresponding to their residence, domicile, or station of practice.
- Interview/call letters will be issued only to eligible short-listed candidates, in accordance with FBR’s policy for engaging advocates.
- Incomplete applications and applications received after the specified due date will not be entertained.
- Original documents must be produced at the time of the interview.
- No TA/DA will be admissible for the interview process.
- The Competent Authority reserves the right to increase or decrease the number of Panel Advocates or to cancel the hiring process at any stage without prior notice.
- Remuneration will be paid on a case-to-case basis, adhering to FBR’s approved professional fee structure.
Required Qualification and Eligibility
To be considered for the Panel of Advocates (Service Law), candidates must meet the following criteria:
- Possess a Bachelor’s or Master’s Degree in Law. If the degree is obtained from a foreign university, an equivalence certificate issued by the Higher Education Commission (HEC) must be submitted.
- Be enrolled with the Bar Council as an Advocate High Court/Supreme Court.
- Have at least three (03) years of practice/experience as an Advocate High Court/Supreme Court in service law, constitutional law, administrative law, or related litigation.
- Preference will be given to advocates who have demonstrated experience appearing before the Federal Service Tribunal, High Courts, and Supreme Court of Pakistan in service matters.
- Advocates currently on the FBR Panel for tax matters are also required to submit fresh applications for the Service Law Panel.
- Demonstrate good reputation, integrity, and professional competence.
- Exhibit excellent written and oral communication and presentation skills in both English and Urdu.
