What Is a Domicile Certificate?
A domicile certificate is legal proof that you belong to a specific district and province. A Lahore domicile places you in the Punjab quota; a Karachi domicile places you in the Sindh (urban) quota. Your domicile is based on where your family permanently belongs, not where you are living temporarily for work or study.
In Sindh the same document is usually called a PRC (Permanent Residence Certificate). In Islamabad it is issued by the ICT Administration. The purpose is the same everywhere.
You can hold only one domicile at a time. Holding two is an offence, and if it is discovered both can be cancelled and penalties can follow. The system checks for duplicate records, so apply only in the one district you actually belong to.
A domicile does not expire. It is generally treated as a lifetime document, though some jobs or institutions may ask for a recently issued copy, so check the advertisement.
Why You Need a Domicile Certificate
| Purpose | Why it is needed |
|---|---|
| Government jobs | To apply for provincial or district quota seats. Many advertisements list it as a mandatory attachment. |
| University and college admission | To claim district or province based seats and fee concessions. |
| Scholarships | Many provincial scholarships are only for local residents. |
| Recruitment tests (NTS, PTS, OTS and others) | Often asked at the registration or roll number slip stage. |
Most government jobs ask for a domicile copy with the application, and some departments check your domicile district against the quota seat you apply for. Apply for your domicile before you need it. Waiting until the last date of a job advertisement is a common reason candidates miss out.

How to Apply for a Domicile Certificate
Punjab
Official portal: domicile.punjab.gov.pk · e-Khidmat Markaz: ekhidmat.punjab.gov.pk
- Open the PITB Domicile Management System (portal or app), or visit an e-Khidmat Markaz. You can also apply in the GoPb app, or book a facilitator through the Dastak Citizen App (call 1202) who collects your documents at home.
- Enter your CNIC and mobile number. The system pulls your basic details and asks for your parents’ information and permanent address. Keep everything exactly the same as your CNIC.
- Fill in Form P and the AC verification form, and upload clear photos or scans of your documents. Blurry or cropped images are a common reason for delay.
- Pay the fee through ePay Punjab. The reported total is Rs. 550 (Rs. 200 base + Rs. 300 affidavit + Rs. 50 PITB service) under the 2026 reform. Keep your payment receipt.
- Track your application with the tracking ID on your receipt, on the e-Khidmat website, in the GoPb app under My Activities, or by calling toll-free 0800-09100 or short code 1317. You also receive SMS updates.
- The Assistant Commissioner decides the application and the certificate is delivered to your address by courier. Processing is reported at 2–3 days.
One thing to check before you pay: the e-Khidmat listing still shows a service charge of Rs. 200 (Rs. 300 in Faisalabad) and delivery within 16 working days. Confirm the current amount on the portal before paying. In Faisalabad the affidavit on stamp paper has not been needed since 1 October 2019. e-Khidmat centres open Monday to Saturday, 9 am to 5 pm, and close 12:30 pm to 2:30 pm on Fridays; the Lahore ASTP and Town Hall centres also open in the evening, 6 pm to midnight.
Sindh
Official channel: your district DC office (PRC).
- Visit the Deputy Commissioner office of your district and get the domicile (PRC) form.
- Fill in the form and attach attested copies of your documents.
- Pay the fee shown at payment and keep the receipt. Some offices need an affidavit on stamp paper.
- Your record is verified through the local revenue staff and police.
- Collect your certificate once it is approved. A domicile takes 7–14 working days; a PRC takes 3–7 days.

Khyber Pakhtunkhwa

- Download the Pakistan Citizen Portal app and register with your CNIC and mobile number.
- Open the e-domicile form and enter your personal, residential and eligibility details.
- Upload scanned copies of your supporting documents.
- Submit the form and keep the transaction ID you receive.
- Track the verification status in the app with your transaction ID, then collect your certificate from the designated office. Processing usually takes 5–7 working days.
Balochistan

- Create an account on the Pak Identity platform and verify it.
- Select the e-Domicile / e-Local Certificate service.
- Fill in your details exactly as they appear on your CNIC.
- Upload clear, high-resolution scans or photos of your documents.
- Complete the biometric and facial verification when prompted.

Islamabad (ICT)
Official channel: ictadministration.gov.pk
- Visit an ICT Administration centre: G-11/4, Rohtas Road G-9/1, or Park Road, Taramri. Contact: 051-8899611.
- Get the form, fill it in and attach your documents.
- Pay the Rs. 200 fee and keep the receipt.
- Collect your certificate in 7 days.
Two rules to know before you apply in Islamabad: after a domicile is cancelled, you must wait one year before applying again. And if your CNIC shows two addresses, you need an NOC before the application is accepted.
How to Check or Verify Your Domicile Certificate
Verification confirms that a certificate was genuinely issued by the authority. Employers, universities and testing bodies do this to catch fake documents.
- Punjab: check any domicile at domicile.punjab.gov.pk by entering the CNIC number. Online verification covers domiciles issued from 15 January 2015 onwards.
- Other provinces: the issuing DC or Assistant Commissioner office can confirm it from its records.
- By the employer: departments often verify directly with the issuing authority during recruitment.
Never use a forged or borrowed domicile. It can lead to cancellation of your candidature and legal action, even years later.
Lost Domicile or Wrong Details
Lost your domicile? Apply for a duplicate at the issuing office. In Punjab you need a police loss report (FIR), your CNIC copy, an affidavit and a photo, and the fee is Rs. 200 paid by 32-A challan at the National Bank of Pakistan. A duplicate takes up to 16 days.
Wrong details on your domicile? Apply for a correction at the issuing office with proof such as your CNIC and your old record.
Moving to another district? Ask your AC office what it needs before you apply in the new district. A NOC for domicile transfer is available, and in Islamabad a one-year wait applies after cancellation.
Common Mistakes That Cause Delay or Rejection
- Name, father’s name or address that does not match your CNIC.
- Unclear photos of your documents.
- No proof that your family belongs to that district.
- Applying from a district you do not permanently belong to.
- Losing your tracking ID — you need it to track and to collect.
- Paying an agent or an unofficial website. Pay only the official charge, online, and keep the receipt.
- Waiting until the last date of a job advertisement to apply.
