Eligibility Criteria for PMDFC Jobs 2026

Prospective applicants must meet the specific educational qualifications, experience requirements, and age limits detailed for each position:

1. Program Officer (WATSAN)

• Qualification: A 16-year education or a higher degree in Civil Engineering from a university recognized by the Higher Education Commission (HEC).
• Experience: A minimum of 8 years of post-qualification experience for candidates with 16 years of education, or at least 5 years for those with 17 years of education, specifically in planning, designing, supervising infrastructure development projects, and managing municipal services infrastructure.
• Age Limit: Maximum age limit is 55 years.

2. Deputy Program Officer (Occupational Health and Safety – OHS)

• Qualification: A Bachelor’s (4 years) or Master’s degree, or a higher qualification in Environmental Engineering/Sciences or Occupational Health & Safety from HEC-recognized institutions. Certification in NEBOSH IGC and ISO 45001 Lead Auditor will be considered a significant advantage.
• Experience: At least 7 years of relevant professional experience in the implementation and monitoring of OHS systems for infrastructure projects, with a preference for experience in donor-funded programs (e.g., World Bank, ADB). Candidates must demonstrate expertise in developing OHS management plans, conducting hazard identification and risk assessments (HIRA), ensuring compliance with safety regulations, incident investigation, root cause analysis, and preparing corrective action plans. Proficiency in conducting safety inspections, audits, toolbox talks, and providing training is essential. A strong understanding of the World Bank’s Environmental and Social Framework (ESF) is also required.
• Age Limit: Maximum age limit is 45 years.

3. Quantity Surveyor

• Qualification: A Diploma of Associate Engineer (Civil) from an institution recognized by the Government of Punjab.
• Experience: A minimum of 10 years of post-qualification experience in scrutinizing structural drawings, performing quantity surveying, and meticulously preparing rough cost and detailed cost estimates for projects involving civil, mechanical, and electrical components.
• Age Limit: Maximum age limit is 45 years.
