Detailed Job Requirements
The Abandoned Properties Organization (APO), operating under the Cabinet Division of the Government of Pakistan, has announced an invitation for Expressions of Interest (EOI) for the engagement of an Advocate. This position is on a contractual basis with a monthly retainership. The APO seeks an experienced legal professional to provide representation, legal advisory services, and conduct litigation in high-value cases. These cases primarily involve the recovery of public funds and movable assets in Karachi.
The matters handled by the Advocate will encompass complex issues related to banking transactions, securities, Pakistan Investment Bonds (PIBs), Treasury Bills (T-Bills), listed shares, financial fraud, accountability proceedings, and corporate disputes. The litigation will take place before various courts, tribunals, and accountability forums. Interested Advocates who meet the specified eligibility criteria are encouraged to submit their Expressions of Interest along with their proposed professional fee.

Eligibility Criteria
Candidates interested in the Advocate position must fulfill the following criteria:
- The Advocate must be duly registered and authorized to practice law in Pakistan.
- The Advocate should possess at least ten (10) years’ experience in handling corporate, banking, financial, commercial, and recovery litigation.
- Demonstrated experience in representing public sector organizations, regulatory authorities, financial institutions, banks, or government departments will be preferred.
- The Advocate must provide details of major cases handled during the last five years involving significant financial stakes.
- The Advocate shall produce a certificate as an active taxpayer and furnish valid NTN, income tax, and sales tax registration certificates, where applicable.
Submission Requirements
Interested Advocates are required to submit the following documents:
- Profile/CV.
- List of major reported and unreported cases handled.
- Details of public sector clients served.
- An affidavit stating that all information furnished is true and correct, and that any misrepresentation shall result in immediate disqualification or termination of engagement without compensation.
- Declaration of absence of conflict of interest.
- An undertaking to maintain strict confidentiality of all documents and information received from APO.
- A declaration that they shall comply with all applicable laws, professional ethics, and directions issued by APO.
- Financial proposal/fee structure in a separate sealed envelope.
Terms of Reference
The following terms apply to this Expression of Interest:
- Issuance of this EOI does not constitute an offer or create any legal obligation upon APO to appoint any Advocate.
- APO reserves the absolute right to accept or reject any or all EOIs, cancel, withdraw, amend, or reissue this EOI at any stage without assigning any reason and without incurring any liability.
- APO may verify any information submitted and may seek additional information. Any false, misleading, or incomplete information may result in disqualification or termination of engagement.
- APO may negotiate the scope of work, fee, deliverables, and contractual terms with one or more shortlisted firms.
- APO may debar any Advocate found guilty of misrepresentation, fraud, unethical conduct, breach of confidentiality, or conflict of interest from participating in future procurements.
Selection Process
The Expressions of Interest will be evaluated by a committee constituted by APO. Shortlisted Advocates may be invited for a presentation or interview. The selection will be based on the evaluation of submitted documents and performance in the interview/presentation.
