Eligibility Criteria for PMDFC Jobs 2026
1. Program Officer (WATSAN)
- Qualification: 16 years of education or a higher degree in Civil Engineering from an HEC recognized University.
- Experience: Minimum 08 years of post-qualification experience for 16 years of education, or 05 years for at least 17 years of education, related to planning, designing, and supervising infrastructure development projects and operation/maintenance of municipal services infrastructure.
- Age Limit: Maximum 55 years.
2. Deputy Program Officer (Occupational Health and Safety) (OHS)
- Qualification: Bachelor’s (04 Years) / Master’s or a higher degree in Environmental Engineering/Sciences, Occupational Health & Safety from HEC recognized institutes. Certification in NEBOSH IGC and ISO 45001 Lead Auditor will be considered an asset.
- Experience: Minimum 07 years of relevant professional experience in implementing and monitoring OHS systems for infrastructure projects, preferably under donor-funded programs such as the World Bank or ADB. Must demonstrate proven experience in developing and implementing OHS management plans, conducting hazard identification and risk assessments (HIRA), and ensuring compliance with national and international safety regulations. Expertise in incident investigation, root cause analysis, and preparation of corrective and preventive action plans. Must be capable of conducting safety inspections, audits, and toolbox talks, and providing training and capacity building to project staff, contractors, and workers on safe work practices, use of PPE, and emergency response procedures. Sound understanding of World Bank’s Environmental and Social Framework (ESF) is essential. Skilled in preparing OHS monitoring reports, compliance checklists, and performance review matrices, ensuring effective coordination with contractors, consultants, and local authorities to maintain a safe and compliant work environment.
- Age Limit: Maximum 45 years.
- Note: The position is Lahore Based, with required field visits for program activities.
3. Quantity Surveyor
- Qualification: Diploma of Associate Engineer (Civil) from an institution recognized by the Government of Punjab.
- Experience: 10 years of minimum post-qualification experience in scrutiny of structural drawings, quantity surveying, and scrutiny of the rough cost and detailed cost estimates of projects containing civil, mechanical, and electrical items of work.
- Age Limit: Maximum 45 years.
